The QBS Process represents a method in which decision makers are able to select professional services (and at times, contract products) in such a way that COST SAVINGS and QUALITY can be achieved together. It is a clear and independent series of steps and procedures that are easy to use and help support your selection based on all the factors that are important. The price for professional services needs to be responsible and competitive, but considering price alone can force good decision making into compromise and result in higher costs and lower satisfaction/quality. This, more times than not, results in decisions that do not fulfill your needs and forces you to pay a premium price to add insult to injury.

QBS has been required by law for all federal projects since 1972. In 2002, a state law was passed that requires the Department of Management and Budget use QBS. Numerous other state and local agencies use QBS because it works. The QBS process is endorsed by the American Public Works Association and included in the American Bar Association's Model Procurement Code for State and Local Governments.

About the Workshop:
QBS Coalition, Inc., is a non-profit organization that will conduct this workshop and walk you through the step-by-step procedures for the kind of decision making we truly want to use. Beyond the mechanics of the process, QBS will help with the practical applications of getting decisions accepted in the workplace and appreciated by the public. The attendees will be engaged through "questions and answers", so please come with your own stories to share. We might be able to help you stay cost effective and maintain a higher level of quality and competence at the same time.

About Your Instructors:
Bruce Kuffer,PE has over 33 years of engineering experience and currently serves as Marketing Manager for Fishbeck, Thompson, Carr and Huber Engineering. He serves on the Qualifications Based Selection (QBS) Coalition in the capacities of a facilitator and a long-standing board member. Areas of expertise encompass underground utilities rehabilitation, including sanitary sewer and storm water collection systems, as well as drinking water distribution systems. Mr. Kuffer received degrees in civil and environmental engineering from Michigan Technological University.

Ron Brenke is the Manager of the Qualifications-Based Selection (QBS) Coalition, a non-profit organization that provides assistance to public owners in developing QBS processes for procurement of professional design services. Mr. Brenke is a registered professional engineer and has a Bachelor of Science degree in civil engineering from Michigan State University. He has worked in engineering-related fields for the past 13 years with the Federal Highway Administration (FHWA), Michigan Road Builders Association, and the American Council of Engineering Companies.

Troy Clay is the Qualifications-Based Selection (QBS) Facilitator. Mr. Clay is available for presentations as well as one-on-one meetings with public officials to help understand and develop a qualifications-based selection process. Mr. Clay is a graduate of Western Michigan University with a Bachelor of Science degree in Public Law. He has developed extensive local government and community experience while serving as a Community & Economic Development Director and as Executive Director of Housing and Development
